Step 3: enforce versioning that people won’t ignore
Versioning fails when it’s treated as a “nice to have.” Make it automatic.
Practical rules that work:
Drafts live in a Draft area; published artefacts live in a Published area.
Only Published is considered “current.”
Every publish creates a snapshot (PDF or locked copy) stored alongside the source.
Old versions are archived but never deleted.
